How about this: instead of taking your inability to pass a budget out on the taxpayers and the guys at the bottom, you start at the top.
Pay the legislature in IOUs and put their names at the top of the layoff list and let's see how long it takes them to fix this BS.
Hope the state likes it next year when I send them an IOU instead of a tax payment.
