well, first off, you must have a cellphone that has the bluetooth program. Secondly, you must have a bluetooth device/cable and this may mean buying one. I'm sorry i can't tell you what the price ranges for a bluetooth device/cable are because i got mine as a present from a friend =( But they shouldn't be too expensive.
Usually, a bluetooth device/cable comes with a cd that has a program that you need to download into your computer. If you've got a bluetooth device/cable, it should be plugged into your computer ,your bluetooth program on your cellphone should be turned on and the bluetooth program that you downloaded from the cd opened. When this is done correctly and the device/cable can detect the existence of your cellphone, it will ask for a code to connect your celphone to the computer and this code usually is with your bluetooth device/cable manual kit or your cellphone manual. Once this is done, then you are able to drag and drop files (such as ringtones) from your desktop into a folder in your cellphone.

As well, just another tip, ringtone files may be too large if your cellphone has a small memory in and of itself, so in my case, i also bought a memory card to store files ( because bluetooth can also let you transfer pictures, music, videos etc)
