In September 1994, the Moscow regional electricity authority cut all power to the federal Strategic Nuclear Missile Command Center for nonpayment of bills. Repeated occurrences of power stoppage forced the Federation Council in 1997 to pass an amendment to the criminal code that introduced fines and prison sentences for officials responsible for terminating service to military installations. The M[inistry]o[f]D[efense] has encountered major difficulties in feeding the troops as well. The army's food budget was cut by 50 percent in 1995, and by December of that year widespread reports were circulating about hungry Russian soldiers in Chechnya, who occasionally raised cash for food by selling heir weapons and supplies to the enemy. In 1997, army privates were allowed 5,000 rubles (about 70 cents) a day for nourishment, in contrast to prisoners, who received 7,750 rubles worth of food each day. In July 1998, an inspection found 1,000 tons of dog food and large quantities of food products purchased after their expiration dates in a military food depot near Moscow; two months later, newspapers reported that budgetary allocations covered provision of a three-meal diet for only the first 290 days of the year.
