I'm throwing England/Arthur into a quick plot here, because someone had some of Haruhi's drinks. His wonderful side effect - pulling out his dormant power for a couple of days. Unfortunately, he has no control of his power in this state.

If you'd like to plot with him, here's what will happen.

What about like powers? Like Billy is a mutant, since his body has shrunk, will his x-gene not be activated then?

If he had his x-gene in his childhood, he'll still be able to use it. If he didn't have it, that's up for you to decide. Arthur's abilities aren't consistent, so what happens to one character may not entirely happen to another.
