Whether it's because of the traffic or because he's simply the closest officer in the area, Fratley's the first to arrive at the scene. It's easy to figure out where the crime scene is; Kaiji's efforts aren't exactly quiet, especially with ears this big.
At the edge of the roof, Fratley pauses, ears flicking as he scopes out the situation. Aside from being rather violent and angry, the man doesn't seem to be armed. There isn't any evidence of powers being in use either, but that's no guarantee that the man doesn't have any. He just might not ( ... )

It’s like he’s snapped back to reality. The brick drops from his hand as he swings around.] Get out of my-
[Oh shit. What the hell is that?! Is he seeing things?! Kaiji stares at him dumbly for a few moments, frozen in shock and then it registers again- the police. This rat… man… thing is about to throw him in jail. As if he didn't have enough motivation to run for it.]
Fuck-! [And then he’s tearing off in the opposite direction, cursing with all his might like it'll somehow make him run faster on his now throbbing foot. Maybe if he can get to somewhere with a crowd-? Find somewhere to hide-?? Try and lose him ( ... )

And then he runs. Fratley bites back a sigh. They always run. He grabs his walkie-talkie to call in the chase, then shoves it back into its holder so he has both hands free.
It's always tricky, detaining someone, trying to find the balance between just enough force and too much. Fratley lets instinct take over and bring him abreast of Kaiji, matching his steps, waiting for the perfect opportunity.
There.
When Kaiji's in mid-step, he lashes out with the baton, trying to catch him neatly on the back of the knee supporting his weight. ]

He’s still working out a plan as the baton catches him hard. Seconds later he goes flying and finds himself with a face full of pavement.] Urgh... goddamn cheater...
[He stil has time to make a run for- no he doesn't. Fuck it. Time for some quick thinking. Kaiji struggles onto his hands, looking around for something to distract Fratley. Trash? No. Empty bin bags? No good. Dustbin...?

He bats aside the dustbin as it hurtles towards him, almost absently; it crashes into the alley wall, scattering its contents. By then, though, Fratley's moving past it. He steps up to grab Kaiji's arm, twist it behind his back, and pin him against the (thankfully not too dirty) alley wall in one swift, fluid movement. For all that he's essentially ramming Kaiji into the wall, he's almost gentle about it. ]
You are under arrest for vandalism, sir, do you understand? [ His tail flicks as he dutifully informs Kaiji of his rights. The tips of (blessedly) blunt claws dig slightly into Kaiji's arms. ] Anything you say can be used against you in court as evidence. ( ... )

And suddenly he's not moving away anymore and he comes face-to-face with a wall. It's only as he feels the series of points in his arms that he realises that he didn't slip- he's been caught.] Get your hands offa me, you son of a bitch-! Get off-!
[He struggles wildly against him but soon it becomes clear to him that he's just no match for him.]
Go fuck yourself! You don't understand shit-! [It's an impressive front but inside, Kaiji's freaking out. He's screwed. Completely screwed. Can they send him to jail for this-? What about if he has to pay? Where's he gonna get the money for that-?!
Tears start pricking at his eyes again- he's starting to resent this cop, whoever he is, for not being more rough with him. At least then he could bitch about it.]

He ignores Kaiji for the moment, cocking his head. Kaiji won't be able to hear it, not yet, but the sound of approaching sirens is loud to Fratley's own ears, and it's without much further ado that he starts half-marching, half-hauling Kaiji to the side-alley's mouth. Cuffing him can come later, he thinks. Somehow he wouldn't put it past the man to break his own wrists just to slip away.
They're not supposed to talk to the people they bring in. They really aren't. But, as obvious a wreck as the man is, Fratley can't help but feel sorry for him. ]
You are a Newcomer, are you not? [ His voice is calm, with a vague attempt at being placating running as an undercurrent through it. ] And this is ( ... )

No. Kaiji grits his teeth, trying to swallow down the growing panic in his chest; that uncomfortably familiar feeling of being a trapped fox, willing to chew off its own leg to escape. This is not a game, this man isn't his opponent, there is no win or lose and even if there was, the lose would not equal death. That he can slip back into that mindset so easily is sobering. He forces himself to focus.
This cop is not the enemy. Doesn't mean he's gonna make it easy for him.]
Yeah? So what? [He wipes his nose on the shoulder of his jacket, shooting Fratley a defiant look.] Do Newcomers get to skip straight to their second offense? Wouldn't surprise me with this dump.

It could mean the man's decided to accept his arrest. Alternatively, it could mean he's simply biding his time and saving his strength for a better chance at escape. Either way, when Kaiji snaps back at him, he shakes his head. ]
No. We treat Newcomers as fairly as any other criminal. [ Which isn't always true, he knows, if it's a local cop who makes the arrest-- but no need for Kaiji to know that. ] There are Newcomers among the city's public law offices-- if you would be more comfortable with a Newcomer to represent you in court, that can be arranged.
[ The sirens, now, should be audible to Kaiji as well, just as they step out of the alley and onto the curb. A few passing locals shoot Kaiji and Fratley some nervous, ( ... )

[Fortunately for Fratley, in spite of his bitterness, he's not struggling anymore; he's too tired to fight back and, really, what's the point? The other man (rat? kangaroo?) has already demonstrated that he's far stronger and faster than him- although he's making up for it by being as verbally uncooperative as possible.]
You can shove your representative up your ass. I don't have anything to say to you people. [And then he picks up on the sirens and hesitates, the reality of his situation finally sinking in. When he speaks again, the edge has gone from his voice. He even sounds faintly pleading.] ... look, I'm guilty. Just charge me and leave me at that. I don't wanna talk about the "why".
[A police officer dissecting his reasoning and questioning him and prying into his life... that's almost ( ... )

Keep it in mind.
[ The police car comes around the corner, then, and Fratley straightens, tugging Kaiji to stand straight along with him. The car comes to a stop beside them, and the sirens are flicked off; the police officer that steps out of it is sour-faced as she eyes Fratley and Kaiji. If she has any uncharitable thoughts about Newcomers to share, she doesn't voice them; Fratley's grip on Kaiji's arm tightens gently in warning before he steers the other Newcomer towards the car. ]

Kaiji grits his teeth hard. He's tired, he hurts all over and worst of all, he still can't get the image of Daniel, bloodied and dead-eyed, out of his head. He didn't even work any of it out on that stupid, fucking car. It's not fair. It's not-
Kaiji gives a little gasp.] H-He's dead and I couldn't do anything- [He trips over his own feet as they head for the car and before he knows it, he's crying openly again, this time in great, ugly sobs, tears and snot running down his face. He staggers against Fratley, half-numb with grief. He doesn't give a shit that the police woman probably thinks he's a mental case as well as a criminal. What does it matter?]
What the hell am I doing?! He's dead and I'm acting like a fucking idiot-!

Fratley, being right next to Kaiji, doesn't have as convenient an avenue to escape. He barely sways as Kaiji stumbles into him, and though his ears pin back delicately, he doesn't pull away. He doesn't have much experience in comforting the distraught, and he's note sure how exactly he's supposed to begin doing so now. It's also out of the question to attempt a comforting pat on the arm when he's still keeping a grip on Kaiji.
Eventually, he clears his throat softly. ] I am sorry for your loss.
