I think one or more of them may have an ability that allows them to kidnap people with powers without drawing attention to themselves. Whether it's mind control, or being able to render a person unconscious in an instant, or something else entirely, I don't know. What I do know is that nobody saw the kidnappings take place. They only noticed after the people had already been missing for a while, or in some cases, were on the cultists' broadcast.
