Is this the first time something like this has happened here? [ By all accounts, and not just Ash's, it sounds like it. ] It seems like it caught a lot of people by surprise.

There's one more thing: there was an explosion, during the blackout... I'm not sure what exactly was destroyed, but it was hard to miss. No one knows exactly who caused it, though.

It was more like a series of explosions. It was somewhere in Sector 2; according to the news, one of SERO's labs got blown up, along with a few other buildings. It was at night, so there weren't too many casualties, but there was a lot of damage.

[ meh. He's a part of SERO, technically, but doesn't feel much of an emotional attachment to them at all, and thus has little reaction. He files that information away for now. ]
