Although rumored to be rather corrupt in it's dealings, the city doesn't seem to have much else to turn to when situations like these arise. Knowing this, I wondered what the general opinion was of the Siren's Port Police Department.

I believe they mostly have good intentions. Obviously I have not been here long enough to offer much of an opinion either way.

Planning on being in a situation where you can't do it yourself?

It shouldn't be too difficult, generally speaking. Depends on what or who exactly you're wanting to seal.

At the very least myself or Kushina, or Sensei, would be able to make them.

Chakra can be different from the other sorts of energy present here, particularly those influenced by the Core. I'm wondering their effectiveness against non-shinobi.

But then allow me to ask: where do you think people should turn if their law enforcement proves unreliable?

To their friends. People who are strong and can fight should protect their friends, the people who are important to them.

When there's dangerous killers out, or...if you go through the darkness, and you're not strong enough on your own- you take a friend with you. And they'll care about what happens to you more than the police.

We do our best, of course, but we have neither the tools nor the resources to do as much as we'd like. The justice system is far from perfect. It's too corrupt.

With a few rare exceptions, the entire department's corrupt. An officer's in as much danger from fellow police as from criminals, and you're expected to look the other way when it comes to cutting deals. You also have to deal with company agents hounding you and bribing you anytime something major comes up.

That said, it's the closest to neutral protection you'll find in this city. There's genuine interest in keeping the peace... and keeping the Core out of company hands.

That's true enough. I'm referring to the very recent string of deaths and possibly how cases like it should be handled by our professionals.
