The timing between monetary gifts and others could just be a coincidence, with the former having some sort of IOU attached to it from some source.
Could be the Core like I've heard tell, but that implies more than just machinery. That could already be obvious, but I'm not up to speed on all the delightful details that have come with finding the Core's location.
