Yes, it means the contract is broken. Contractors who have been what they are for a long time regard their Chains as part of themselves, their souls.

Gone is- ...is more final then I am willing to consider, for the time being. Remember that Elliot Nightray was thought lost not so long ago, and Mr. Break came back from the dead after funeral arrangements were made.
