I don't think the darkness cares whether the sun is still out, I mean without light there are no shadows so I don't see why the sun would keep it back.

Darkness in the evening hours seems different from the shadows of the sun in this case, but if it's not adverse to light itself, I wonder if it isn't the heat. In any case, I suppose it doesn't need to have reason for 'choosing' the same time of day to appear, but if it were able to take form at any time, it's a wonder why it doesn't afflict the city for the entirety of the day.

For all we know the darkness could have been all the time before the first person showed up here and changed when newcomers started arriving.
