It's a nightclub for the richer people of the city. They spend all night there when they can, smoking, drinking, eating...throwing their money away because they're the high-rollers of the city.

Not necessarily. It's hard to explain. They sometimes just get rid of things they don't want anymore that are still in perfect condition and barely used.
