Or if speculation is to be believed, the icicle rains are the result of someone's power. It's a little odd that it happened at exactly the same time, two days in a row.

[Yeah, a revolt would suck. Especially for her, because she was the one who went out in that blizzard and arrested the psycho behind the cyborgs. She's still tired, and it probably reflects a bit in her voice.]

In any case, you'll be required to go through the training and the exam first. Whether or not the higher-ups will stick you in a position where your ability can be best put to use would remain to be seen.
