She didn't have the time to tally the number of people currently living in the city, but even if she did, she wasn't certain whether she had effective means. ] Then, it could be that when the number of residents doesn't meet that criteria, the program runs, but it's only set to activate at the start of each month.
But it is true that I've also wondered whether the Core is sentient. It's a notion that many people are inclined towards, I've noticed. It's unfortunate that only AGI or SERO has the most access to it -- or so we're led to believe.
