There's already so much of that. There usually is.

It is bleak. Just because it 'happens everywhere' doesn't mean that something shouldn't be done about it. Equally, if it will just 'keep happening no matter what'. Much of the idea of policing is to present the idea that if you do do it, then you'll get caught and punished -- to dissuade people from ruining their own lives with crime.

I was always taught to put punishment before dissuasion. It doesn't make sense to dissuade.

They're much the same thing. Why do you think it doesn't make sense?

They aren't the same. There's a difference between 'you are bad and so this will happen to you' and 'you are bad and you shouldn't do this and this is why.'
