It is bleak. Just because it 'happens everywhere' doesn't mean that something shouldn't be done about it. Equally, if it will just 'keep happening no matter what'. Much of the idea of policing is to present the idea that if you do do it, then you'll get caught and punished -- to dissuade people from ruining their own lives with crime.
They aren't the same. There's a difference between 'you are bad and so this will happen to you' and 'you are bad and you shouldn't do this and this is why.'
You have a very bleak outlook on life, don't you?
