I've already covered it at least once, so yes. There's documents to sign, and both the minor and the custodian need to go through a few checks. Identification helps, and it'd be especially useful if you were one of those who took the citizenship test last week, but it's not exactly necessary.
It depends on his ability to cope, and the circumstances wherein those minors are living. I think the legal maximum is something like ten, but that requires proper licenscing, such as that of an orphanage or half-way house. For an individual without it, it's probably a much lower number.
