To a certain extent, yes.

It is more difficult to do so without the active participation of Newcomers in the force.

To some extent, yes. Newcomers commit many of the more visible crimes around the city, for many do not have a basic understanding of the law-- or believe, since this is a temporary world, that their adherence to it does not matter.

[ This may actually be the most he's ever spoken to Shiroe. To move on: ] With this, there is a tendency to believe that Newcomers should take care of problems which are 'ours.'

There are very few officers on the force who are Newcomers. Do you see where the problem lies?

Most of the newcomer 'problems' lie toward natives, though. The police are usually slow to even to respond to those.

I suppose what you really need is fresh meat who are actually willing to work, whether they're native or not.
