It's more common than not that people have powers, yeah, but I don't know how common it is if people get powers upon coming here.

Yes, the Core brought us here, no we can't leave, yes almost everyone has some kind of power, [Yes, it s prison for those with powers.] and I don't have a map of Earth but I have extended maps of the island and the see around it.

If those who arrive here do not have powers, the Core apparently finds it fitting to bestow them with an ability to make up for the lack.
