[He's had a little talk with Raul before this, and so, he has most of his points in order in his head. Being given a chance to speak, Francis steps up to the podium. He's unaware of it, as he has been since his powers were first truly activated, but as this is a cause for which Francis is very passionate about, his powers are operating on full. The intent he's putting behind his words to burrow into the subconscious of whoever is listening throughout his speech is simple - the Newcomers deserve a safe haven amidst all the turf wars between AGI and SERO, they deserve that much at the very least.]

Bonjour, I am Francis Bonnefoy... I currently live at the Tower Apartments, and I have been for two months now. [He'll just neglect to mention he's moving out because of the SERO/AGI debacle.] There are... quite a lot of doubts in the minds of a Newcomer, especially when we first arrived here - how we were going to get a job, if we were ever going to return home, and so forth. But there has always been one sure fact in our minds, and that is that we have a place to stay: namely, the Tower Apartments. Due to recent developments, however, this has not been so sure. With all due respect to SERO and AGI... they can do whatever they wish with the Apartments, even going so far as to kick us out. So what other securities do we have, as Newcomers? Without the Tower Apartments, there's essentially none; we just have to hope that someone else can provide us with shelter. [Thank you, Magneto, thank youuuu.]

The other thing to consider is that the Core hasn't stopped; of course, there have not been any new faces recently, however, I know of at least two people who have been sent home and brought back recently - I'm sure those SERO personnel on-site at the core can attest to this. This means the Core is still functional and there is the possibility of more Newcomers in the future. The population of Newcomers does not end here, and just because there has been a lull in the Core's activity does not mean things should change.

The last thing I'd like to bring up... and this is mostly for the Newcomers... the cost of the Apartments. The upkeep of the Apartments, without any of the renovations that the Apartments surely need, is somewhere around... [Give him a moment while he switches from euros to dollars.]... one hundred and eighty-five thousand dollars. It would not be unreasonable for the Newcomers as a group; there are about 350 or 360 of us in total, to my understanding. Renovations aside, Of course, there are some of us who don't work, and some of the children should be excluded from this, so let's say that about 300 of us could pay. That's less than... [Give him another moment.] ... fifty dollars a month. And anyone who is willing to contribute more than that per month would drive the price down for everyone else as well. And even then, the Core may start bringing others in, which would drive this price down even further. It may seem like a lot, but it really isn't - even if you're working 15 hours a week at minimum wage, it's easily affordable. There's also the possibilty of making payments proportional to income... and as I said, if more Newcomers begin to appear, this will drive down the price, and others can chip in in different ways. If the Newcomers work together we could pay for the upkeep of the apartments.
