You are change.
You are every chaotic difference, you are every toppled government and every devastated planet; you are every orderly difference, you are every tyrannical government and every restrictive planet. That is change, but not the change you were originally. But, again, CHANGE happens, and you became someone else to suit the needs of a universe that seemed all too stagnant. At moments you are the shift between chaos and order, law and anarchy. It is a fluid existence, going one way and another without any sort of heed to what you were prior.
On planets where things are tightly wound like a spring, where everything is overbearing and you can barely move in secrecy, you chaotically unwind everything. You leave ashes in your wake, and that is still change, for you have turned the living into the dead. DEATH is change of the most fundamental type. You weild it well.
On planets where there is lawless chaos, you are again something else to suit this new purpose. You mold things as you like them, you create your laws and your government and you deem it good. You go from destruction to creation without hesitation. That, too, is change: you do not leave ashes but you leave- or, no? Perhaps that is just as stagnant as the place you came from. The people still live, and soon their world shall become another thing for you to destroy.
You were raised to know stagnancy. You were raised to accept it as the status quo and for a time you did, because it was proper and it was what was done. Is that change? You weren't change, you were part of the stagnant mass, you were another faceless being making up the mass of Gallifrey. You had brilliant ideas but left to your own you didn't quite have the momentum to instigate them.
He was the change, and you were pulled into his wake. Your change is a proxy, it is his by default. He commands effortless movements, he twists worlds and people around him as if it were nothing - he does it unconsciously where as you must plan and plot, you must strive to actively do it, lest things remain the same.
And even then, you can be predictable. You are more destructive than not, you are devastating. It is change but it is not complete change. Your ways are just as stiff and stagnant as the very place you left. You cannot or will not change.
You are stagnancy, and little else.
