Hey, thanks for waiting! Sorry it took me a bit to get back to you.

Intelligibility isn't really affected by the bracelet, so provided Pyro had his mask on it wouldn't really matter if he was speaking the same language as everyone else, it'd still come out muffled. XD So no problem there!

The bracelets do indeed function over material, because the holograms are actually projected from environmental projectors, not the actual bracelet (does that make sense?). Using it through layers of material obviously would make it harder to use --think using an iPhone with gloves on-- but it would still register presses and gestures. Your character can also program it (or get someone else to program it) to recognize voice commands, which... might have hilarious results. XD

As for personalized bracelets, the standard-issue ones do not come printed for one person only, no. So you can indeed put on someone else's bracelet and access your own account and settings. But not anyone else's, unless you managed to break into the database itself.

Just to preemptively touch upon what happens to a bracelet during respawn (since lawl, TF2 characters and respawn), when a body dies and is respawned, the dead body's bracelet immediately goes dark and is wiped back to factory defaults, and data and settings are instantly accessible and fully synced on the respawned bracelet.
