It wasn't so much that she condoned the killing of infants, but baby elites grow up into adult elites, and while they personally might not get the brunt of it, Kat didn't trust any Elite not to go and slaughter humans and desecrate the corpses. Emile had been out of line, but she didn't agree with Carter's way of handling it, and in the end, it sort of soured her attitude about him currently.
She was just frustrated above everything. Poor Carter didn't quite deserve the attitude he was getting from her, but it was a little deeper than just professional disagreements.
So, her way of dealing of it was somewhat petty right now, but harmless. She shed her armor, choosing to just keep her pistol on her instead, and set off towards Jun's room dressed in form fitting jeans and a tank top. Kat didn't quite care that Carter saw her -- that was part of the intention -- and when she reached the sniper's room, she pounded on it hard with her mechanical arm. ]
