It's his holoform that notices the neon yellow truck first, lifting his eyes away from the ground to watch it approach the library. His real body-- inside the library --as integrated into the system as it was, was unable to see the road outside without his hologram's help.
He didn't feel like being interrupted. Not when he was busy immersing himself in the databases of the station. He unhooks a cable and snakes it over to a access panel, slamming it in with a little more force than necessary. He works towards putting the library doors on lockdown. It wouldn't keep Ratchet out forever, but it would enough to be nuisance that he hoped would encourage any unwelcome guests to leave.
As deep into the library's systems as he was, he felt Ratchet hook up to the system. It was like a tingle through his circuits, making his frame shudder inside the building. He's not one to let an intruder just slip on past him though; he meets Ratchet within the system, first brushing past him, only leaving the slightest trace of his signature.
Then, he batters against him, working to push him out.
Soundwave was a predator when it came down to his core. When he sensed a weakness in an opponent, he took advantage of it. It was something he had learned far before his initiation into the ranks of the Decepticons and it was something he was very unlikely to change.
His tactics change from just trying to force Ratchet out to full out trying to invade through their mutual joining inside the library's systems. The other Cybertronian had the benefit of a barrier between them, no direct link, but it was Soundwave's intention to force his way in through it and invade him like a virus. Ratchet was just another piece of data to be used up and then the less valuable parts discarded.
