Who decides what is canon?

Okay the premise for this question comes from writer J.K. Rowling’s announcement that Albus Dumbledore, the headmaster of sorcery school in the Harry Potter series, is gay. The question I bring forth is... Who decides what is canon?

An example would be if out of nowhere Matt Groening announced that Tree House of Horror episodes are now reality in the Simpsons universe. Dose the fact the creator of the show says that the rules are changed; does that really change the rules? Or do you think that the fans really call the shots? That even thought Matt tries to change what is canon; the fan will ignore him and maintain the standard traditions of what is and is not canon? I hope I am getting my point across I will try to explain in more detail if you really want me to, but I think you can get what I am trying to say here.
