"Dolt" is a word used to describe a person of low intelligence. The joke is a jab at the people who attend classes at Adult Education Centers because among the many classes they offer, they are famous for GED and "life skills" classes. In other words, classes for "dolts"

I assume you mean the 'painful memories party supplies', not the adult education one.

Anyway, I think it's just that Marge has already seen two shops whose name have had that effect on her, and now let's make it more severe with something that isn't even a joke
