Question about graphics quality?

Okay, this is probably a really n00bish question, sorry! But I've always wanted to know. So, I'm relatively new to Sims 3 and I like taking screenshots of my sims as much as the next person, but one thing that really bothers me are the gaps in graphics quality from one moment to the other.


Sometimes, my game looks like this, more or less crisp with relatively smooth edges:



And then sometimes, it looks like this, with ragged edges and little detail:



(I realize there is a huge difference between a close-up and a wider shot like the second one, but I wonder why there's a difference at all; I never had this with TS2.)

Why is this? Is it a lighting issue? Does it depend on how much details there are in the frame? Or is it just that my graphics card can't cut it? Because I could live with it if that was the case, but if there's a way to make my game look better somehow, I would like to know. And also why it looks good sometimes, and not so good at others.

Oh, and btw, where is the options menu to change settings on the in-game camera? All I found was the options for shooting a video, but there's no screenshot menu, is there? Where do I adjust picture size and resolution and so on?
