question about dl'd Sims...

Hello, I have downloaded Sims that I want to put in to my game, but I can't find them in the Sim Bar that appears when you go to Edit Town. They are .sim files, they have CC, but I have all the CC that went into creating their bodies. The .sim files are in my SavedSims folder. Am I looking in the wrong place or has something gone wrong?
