Creating your own legacy spouses...

If I wanted to do a pixel-trade legacy or just have some of my custom-made sims running around town for my legacy heirs to marry (although there is a chance this isn't technically allowed in a legacy challenge), what would be the best way to do this in TS3? I know in TS2 I would turn the sims into townies (so it was allowed by the rules), but with the open neighborhood in TS3 wouldn't you have to move them into a house? How am I supposed to add premade pixel-trade (or home made) sims to my game without totally messing up the rules?

Basically, what do most people do to marry pixel-trade or other sims into their legacies in TS3?
