Apparently whoever wants targets taken out sent this poor person out to try and take me down as well. Apparently some people will never learn.

He also mentioned that Kagura has something to do with this. Either he's the one ordering the hits or he's only one link in the command chain. If I were you, I'd take a look into it.

Aside from the fact they're contracted, I get the idea that these so-called "Random targets" aren't as random as we're being led to believe. A shame I couldn't bring him into custody, but that may not be as much of a hindrance as you'd think.
