Scaling back GIF's?

So...I've got a userpic I wanna use, but it's 45 kb, and I have -no clue- how to scale it down to 40. I've tried playing in the userpic lab, but it's not cutting it. It'll let me upload it fine, but it won't animate then. >.<

Anyone know how to do this? I've got Paint and GIMP.
