[The feed is very obviously accidental - and from the angle, the pokegear's clipped to the belt of someone who's pacing around the south edge of New Bark Town, quite agitated and apparently looking for something.]

That's a Feebas... I have one myself, they won't suffocate when they are outside of the water, but they are much faster in it.

It should at least know one attack that can cause some damage. That should be good enough until you or get more pokemon to help you when this one gets too tired.

Have you already gone trough the manuals? Those should help you a bit.
