Let's begin, shall we? :)
You have your base, which in this case, is Emily Browning:
FILTER>>SHARPEN>>SHARPEN.
Duplicate your base and set it to SCREEN at 40% opacity, depending on your image.
LAYER>>NEW ADJUSTMENT LAYER>>SELECTIVE COLORING
Reds:
-100, +100, +100, +100
Yellows:
-100, 0, 0, -100
Cyans:
+100, -67, 0, +46
Whites:
-100, -100, 0, +56
One more selective coloring. :)
LAYER>>NEW ADJUSTMENT LAYER>>SELECTIVE COLORING
Reds:
-100, +15, +23, -10
Neutrals:
+68, 0, -20, +8
New layer and fill it with #010213. Set it to EXCLUSION at 70% opacity.
LAYER>>NEW ADJUSTMENT LAYER>>COLOR BALANCE
MIDTONES:
+40, 0, -40
SHADOWS:
-40, 0, 0
And there you have it! Your result should look like:
