Considering these PNGs were newly-manufactured for Unova, that was more than likely. But wait, what's this static fuzz? At least, it looked like fuzz along the pitch black of the PNG.

[Morty gets a bit of a dreamy look; he still loves to talk about this bird] It lived in Ecruteak City long ago, and it's appearance was a sign of peace between humans and Pokemon. However ... a war broke out, burning down Ho-oh's home, and it left. But it was said that once the peace returned, it would appear to a truly powerful and pure trainer....

... humans are selfish - stupid; it was caught in the crossfire and they possibly wanted Ho-oh's power.
But that was in the past, hmm? The people of Ecruteak rebuilt its home ... and Ho-oh has reappeared since then.
