Open the top sash instead of the bottom one.

Good idea, but if this kitty is as "fluffy" as mine, she is much wider than your standard ledge and needs that extra room between the window and the screen to accommodate her girth. Perhaps the combination of installing a window perch/shelf and opening only the top sash would work?

she fits on the sash when it's open - without even hanging over it - but when she sleeps, she lets that whole "elegant and graceful feline" thing go right out the window (ugh - no pun intended) - she ends up totally leaning against the screen - and that just can't end well.

That was almost the perfect answer - brilliant and simple (and would never have occurred to me)

but I tried to that and learned that although one part of the storm window slides up and down, the top storm window/bottom screen combo is fixed. So no real airflow if I drop the top sash.

And I was so sure you'd come up with the perfect answer - stupid windows!

Open the bottoms and drop the top. (just like how I do at cons ;)

There's enough of a gap to let airflow yet keep kitties at bay.
