Formication (Sensation of insects crawling on one's skin) is one of the withdrawal symptoms from going weaning oneself off cocaine or amphetamine. Can also be a symptom when someone has very high fever but I'm inclined to believe that it's the former instead of latter since Arthur's obviously been taking drugs.
