A brief explanation of
Lore plot.
Lore, having seen Data upon his arrival and hid, has disguised himself as a former scientist he calls 'Dr. Amir' (based off the song Abdul Abulbul Amir, as sung in the episode 'Brothers') and works at the theater as the theater's director. He is usually seen in a gas mask and balaclava, with every inch of skin covered. Sometimes, if required, he will wear make-up underneath the mask that makes him resemble a recovered
borg. He speaks in Picard's voice most of the time.
The Master left behind a holographic representation of his consciousness that Lore implanted into his own head. By using a holo-emitter left by the Doctor from Voyager and the holosuite, he can occasionally give this representation temporary corporeal form. However, Lore doesn't have enough 'ram' to support a Time Lord constantly, and is already suffering ill-effects from it's use and being rewritten. He's had a partial cascade failure and the the hologram in use dulls his reflexes.
His eventual goal is to use technologies stolen / acquired from various parties in the village to build a giant paradox machine. One that can create infinite doorways into infinite realities and allow you to alter them. His two goals are to find a world where technological life has surpassed biological (such a reality existed in Trekverse, it's called Children of Soong but was destroyed in a paradox), and to save his Master from the
Skaro and the Daleks, as per the end of
who!plot.
