but which would be angstier (FOR FRANK)? Frank losing his memory and forgetting Gerard and having to relearn him, or Gerard losing his memory and forgetting Frank and making Frank feel all alone?

I like Frank losing his memory to be honest, because you know...Actually no, now that you mention it the second one does sound more painful. The second one.

IT IS A TOUGH CHOICE! but yes, I think the second one might be more painful too. there was that one Frank/Bob amnesia fic that was super heartbreaking kind of like that.
