Marvel cinematic universe. The Avengers and SHIELD are busy doing their movie stuff. That still leaves like half of the Marvel lineup (NYC is pretty much superhero central) available to solve the problem. Excepting Dr. Strange who only gets involved in extradimensional threats.
Deadpool, Cable, Fantastic Four, Luke Cage, Iron Fist, Daredevil, Wasp, Ant Man, War Machine, and any of the X-Men who happen to be in the city at the time (they don't live that far away). I'm sure there's more but I need time to think.

Electro was converting mass to energy and vice-versa. That puts him in the Omega tier in my book. Right up there with Iceman, Magneto, and Graviton. (the Pheonix Force is so far beyond Omega i didn't even bring it up)
