If these people got any more retarded, we'd be the Developmental Center and not the DOT. Seriously, who fails at updating their billing date? Repeatedly. I don't think they really want their money at all. They just want to bitch that the state doesn't pay. Too bad we have a strict two week period to review and sign billing estimates. Dumbasses.
