i will start off by saying that i don't know the details, of her situation or the laws surrounding it.
BUT, i am assuming that if she does the applying and journal updating not on work time she should be ok in that regard.
AND, if her journal is simply stating that she is toying with the idea and there is nothing certain she may be ok. if she has definitely decided and is planning on leaving but hasn't given notice, it may be a problem.
truth is, your boss can fire you and not give you a reason. if you think your firing was the result of discrimination or something else contained within the labour laws you can appeal it to either try to get your job back or for some fiscal compensation. the fiscal part, especially if you have little evidence to prove discrimination etc, is especially difficult if your employer wisely pays you severance.
now, as for your friend. was it her boss that read her journal? or a co-worker? was she saying she is definitely leaving or just testing the waters by applying and going to interviews? the employer, i think, hates it most when employees use company time to look for other jobs and then add injury to insult by not giving proper notice. if she isn't guilty of that, i think most reasonable ppl understand that employees change careers and companies these days. (or so i would hope)
