BACKGROUND:
Originally the daughter of Roger and Thelma Gordon, Barbara was adopted at age thirteen by her uncle James Gordon in Gotham after the car accident took her mother's life and her father's drinking problem (which caused the accident) worsened. She had always been a big fan of superheroes, and when she discovered that her adoptive father worked covertly with Batman, she became intensely interested in everything about him. She enrolled in martial arts classes, graduated high school at sixteen, and entered college early. Continuing her martial arts education, she learned jujitsu under a sensei named Dragoncat. Though she initially wanted to join the police academy, she didn't meet the physical requirements (for height), and the FBI rejected her for the same reasons. Instead, she became a research assistant at Gotham Public Library.

However, a unique opportunity arose when she attended the GCPD-hosted Million Dollar Masquerade Ball as a female version of Batman. A costumed criminal named Killer Moth raided the country club where it was hosted, grabbing Bruce Wayne as a hostage, intending to rob the charity proceeds as well as extort hundreds of thousands of dollars from the wealthy attending patrons. She tackled Killer Moth to rescue Wayne, who was then able to remove himself from the scene to become Batman. In typical 60s comic book fashion, however, Killer Moth overcame her and Batman and Robin were forced to let him escape in order to rescue her. Batman warned her off the lifestyle, but it didn't deter Barbara. She was able to solve the case, and became Batgirl for real, sworn in by Batman.

This was definitely a boy's club, however, and as the years went on, Babs felt insignificant in a world full of superpowered heroes. She retired after capturing the Commorant, but when the Joker shot her in the spine, crippling her, it wasn't because she was Batgirl, but rather, because she was James Gordon's daughter. Permanently paralyzed from the waist down, Babs understandably became depressed, feeling helpless and useless. Slowly, however, she began to realize she still had many skills to offer. In a dream, she encountered an all-knowing woman who had her own face, which is where the codename "Oracle" comes from. She used her resources to build as powerful a computer as she could and started to learn all about information technology and hacking. She also trained under Richard Dragon to develop her upper body strength and to use escrima sticks in combat, and took up station in Gotham's clocktower.

Barbara founded a group of superheroes known unofficially as the Birds of Prey (the title is suggested once by Lady Blackhawk, and the theme is present in the iconography on their jackets). Her first member, Power Girl, quit after a mission went awry and several people were killed. Black Canary, Huntress, and Lady Blackhawk form the nucleus of the group, with other members shifting in and out as needed. Around this time and prior to, the events of No Man's Land — when Gotham was cut off by the government after a catastrophic earthquake — transpired, during which one of the teenagers Babs employed, Cassandra Cain, became the second Batgirl with her blessing. Barbara tried to teach her to read and write, and was her mentor despite their many differences and, often, their difficulty understanding one another. During War Games, a storyline where a massive gang war is accidentally unleashed on Gotham, Babs prevented Batman from killing Black Mask by initiating the Clocktower's self-destruct sequence, forcing Batman to rescue her instead. After the destruction of her home and headquarters, she decided to move on out of the city and continue working with the Birds of Prey. At one point possessed by Brainiac, an artificial intelligence attempting to become a biological being, Barbara overpowered Brainiac and expelled him from her body, but the advanced virus delivered by him remained despite his absence. The virus caused cybernetic attachments to sprout all over her body, and she developed technopathic powers that allow her to psychically interact with computer information systems. She lost these abilities after an operation.

During Infinite Crisis, she teamed up with J'onn to coordinate a counterstrike to the Secret Society's global jailbreak. It was also during this time that her on and off again relationship with Dick turned serious again, with Dick proposing; Babs accepted, but returned the ring later so Dick can go on the global trek with Bruce and Tim. One Year Later, the Birds were working out of Metropolis, undergoing a small power struggle with Spy Smasher that ultimately ended in Oracle's favor. She also appeared in Countdown, sending Batwoman and the Question after Piper and Trickster, and later on, battling the Calculator and helping Karate Kid.

In Final Crisis, Darkseid put the Anti-Life Equation on the internet, and both Oracle and Mr. Terrific attempted to shut it down. ... Yes, all of it. The entire internet. ... Anyway, they failed, but after the restoration of the multiverse she attempted to shut down the criminal Unternet set up by the Calculator. They come into conflict once more, and once more, Oracle won, but she began to doubt herself and disbanded the Birds.

The Cure involved the Calculator again, as he tried to collect fragments of the Anti-Life Equation to help his daughter, who was in a coma. Oracle defeated him yet again. Now we enter into the most current storyline as found in the new Batgirl series. Having been given the Batgirl costume by Cassandra, Stephanie took up the mantle; Oracle tried to talk her out of it. When Stephanie defeated Scarecrow, however, Oracle changed her mind and gave her a new suit.

PERSONALITY:
Determined and highly intelligent, Barbara is in many ways a counterweight to Batman, similar in intellect and occasional ruthlessness but different in their ways of dealing with people. Which is not to say Babs doesn't sometimes engage in similarly manipulative practices (she once had Helena fight a totally unnecessary foe to confront her fears; she had a "GraysonCam" that Dick was very likely not aware of), but she is less likely to. She is friends with Dinah, Helena, and Zinda, in a way that Batman (necessarily, perhaps) isn't with his operatives. It took a while for her to get there, but they are. However, she has proven not to be the best of mentors, as seen with her tough treatment of Misfit and initial coldness to Stephanie, and even in her treatment of Cassandra — once she lost her temper with Cass and called her stupid due to her inability to read.

Whatever similarities she may have to Batman, she is highly aware and often critical of his tendency to use people up, his sometimes deliberate, sometimes inadvertent lack of consideration towards others, and his sense of entitlement as the self-appointed protector of the city. Her relationship with Nightwing is very different. Early on as Batgirl and Robin, they flirted but never dated. It was only later that they began the on-and-off pattern that characterizes their relationship to date. Though she will always love Nightwing, Dick is younger emotionally and it sometimes shows. She returned the ring not only to let him go on the trip with Bruce and Tim, but because she said they weren't ready to be married. In the most recent issue of Batgirl, however, they argue over whether Stephanie should be allowed out in the field. Tim she treats as a friend and younger brother, a fellow geek. With Cassandra, things are more complicated, but they reconciled after she called her stupid, and Oracle covered for her when Cassandra used the computer in the Cave to track down her father (something that Dick discovered and was displeased about). Dinah is her best friend, though she is no longer on the team; when she was to marry Ollie, Babs tried to talk her out of it out of concern for her. Her latest relationship is with Stephanie, who assumed the Batgirl cowl initially without her blessing. After working together some, however, she changed her mind. Finally, one of her most important relationships is with her father, Jim Gordon. Though they didn't get along at first, they soon grew close and Jim supported Barbara through the worst times. When she was Oracle she finally decided to reveal the fact she was Batgirl to her father, and to her surprise, he already knew. He didn't know about Oracle, however.

POWER: Oracle has a natural photographic memory. Her additional C&C power is teleportation of other people/objects. Babs can teleport objects or people under the following conditions:
  • she can see them or approximate their location with her other senses
    • assuming she's familiar with the area being monitored, she can also operate over a live feed
  • she can see, has been to, has seen, and/or is aware of the intended destination
    • anywhere she's visited personally (and any area she saw at the time)
    • anywhere within her direct line of sight
    • certain areas not in her direct line of sight, such as an empty box or behind a structure
  • with the understanding that the more objects/people she moves at once, in conjunction with proximity and distance/difficulty of location, the more difficult it is
  • with the understanding that telepaths or other teleporters may choose to allow her to move them/objects within their control, or prevent her from doing so
    • example: she can't teleport Nightcrawler anywhere unless he's unconscious or lets her
    • example: she can't teleport Emma Frost or any object/person that Emma is controlling
  • when "objects" applies to things which may be separated from their environment both plausibly and conceptually (a tree or mailbox, yes; a mountain or building, no)
She cannot:
  • teleport herself anywhere
  • teleport people/objects at or to an unknown location or any location she has never been to
  • teleport people/objects to other universes, dimensions, realms, or time periods
  • "retrieve" people/objects that have been left behind unless she personally knows exactly where they are
  • teleport only portions of people/objects unless:
    • they have already been disassembled
    • she knows how to or can clearly see how to, and can disassemble them; for example, a lego structure, yes, a house of cards, yes, but a brick wall, unless it's severely crumbling, no
  • teleport people/objects to more than one destination at the same time
    • example: if she wants to put three fish and one shrimp in the blue box, but two shrimp and one fish in the red box, she will have to make two "grabs" in the pre-ordered arrangement - she can't grab all the shrimp at once and divide them between the boxes

It's been a while since I hit New York, though of course this isn't the same. I've been reading, see. You're all very colorful people. So I think I've got the gist of things — this is the City, the Porter brought me here, there's no reliable way back home, people from different universes...

And hey, I recognize some big names from back home.

Here's the thing. I'm actually kind of maybe sort of freaking out a lot. What I'd really like? Some pancakes. So, recommend me a good diner? Preferrably near the MAC. Oh, and the nearest library would be good, too. Maybe a paper bag. Just kidding, I can use my hands.

In dreams, the fact she sometimes still walks has long ceased to pain her. Her reality is far more compelling. Waking to deadened legs is not nightmare but normality. It isn't something she bears; it's simply something she is. It hasn't always been this way, but she's survived so many things over the years that this is far past acceptance. The small extra steps she has to take throughout the day are finely worn habit, no longer 'extra' at all.

She is what she is: a daughter, a mentor, a leader, a faceless entity, all-knowing, all-seeing. The world is at her fingertips, she commands countless databases, controls satellites, oversees a wide network of contacts and allies, and reaches out and changes things.

She is also really fucking tired.

There are messages on her machine. Dinah, her father, and Dick. The last is an apology. She doesn't want to hear it today. She will never not love him, but she doesn't want to hear it today. Dinah demands a call, and she makes note of this. Her father reminds her that they have a dinner date tonight, in celebration of her birthday. Barbara isn't forgetful, but she tends to get caught up in things until the very last minute, as he well knows.

She was Batgirl last night in her dreams, fighting for her life against insurmountable odds, but as she wheels to her main monitor to start the day, fatigue fades, replaced with customary focus. Batgirl was a long time ago, and it doesn't hurt anymore. Now she is what she is: an oracle, answers and information her lifeblood, unknown and unknowable (despite the Calculator's best efforts). She's ready.
