It probably doesn't save you money to buy your nail-polish at the local discount beauty supply, as the nice man will convince you that you need a base coat and a top coat as well.

Two layers of color is not quite enough. Neither, for some reason, is three.

The stuff that claims to dry your nail polish if you spray it on lies.

As someone who used to do this a lot...
Base coat is your friend. And if you're using a very sheer color, use a light colored translucent base coat--not a clear.
Let it dry at least 15 minutes before putting on the first color coat.
Let the first color coat dry at least 20 minutes before putting on the second color coat.
If you use the right base, even with a very light color, you shouldn't need more than two color coats.
Use a good quality top coat. Sheer, with sheen. Let it dry at least 15 minutes before you even consider using any kind of dry-faster stuff. Spray on dry-faster stuff can completely ruin all of your hard work if it's used to soon, or if it's applied to closely to your nails.
Plain ice water works just as well as spray-on stuff, but again, wait at least 15-30 minutes before dunking or you will cause your polish to bubble.

Do not ever polish your nails within 2 hours of going to bed or you will wake up with little lines in them from your hair.

For clean up, an orange stick that you can dip into a small bowl of nail polish remover works very well for getting rid of messes on your cuticles.
