Communism itself has an obligargy to rule with limited power for a limited amount of time and then puts all the power in the hands of the people. In Marx's ideal of communism, there is no government.
Lenin knew that, that's why they all tried to keep power away from Stalin, who was just a power hungry son of a bastard.
Unfortunatently, Stalin came to power and then, being the power hungry little grubber he was, he perverted the ideal of Communism into something that benefited him, rather than the entire society.
Therefore, Communism did not intention power in the hands of government, but rather it was its perversion that did so.
True Communism (often called Marxism) has an obligarghy for a limited time to organize the people, but it and all forms of government, are meant to be eliminated and it is meant to be a self sufficient structuralist society.
