Do you have relatives? It isn't often you run into someone who introduces himself like that. Perhaps you knew him?

And it sounds to me like the Doctor you knew is the me I used to be, which is odd since I don't remember a single thing about it, but if it sounds like a Time Lord with absurd hair and looks like a Time Lord absurd hair, then the glove fits.
