Tutorial! Made in Photoshop CS3. Involves Curves and Selective Coloring

From this to this

->

1. Prepare your base! (sharpen, crop..etc.)

2. Make New fill layer [Layer > New Fill Layer > Solid Color]
Set to Exclusion at 88%.
Fill with #032431

3. Selective Coloring [Layer > New Adjustment Layer > Selective Coloring]
REDS: -100, +20, -100, 0
YELLOWS: 0, 0, +74, +100
CYANS: -52, +42, 0, -100
NEUTRALS: +18, 0, 0, 0

4. Make new fill layer [Layer > New Fill Layer > Solid Color]
Set to Soft Light at 100%.
Fill with #3b6099

5. New Brightness/Contrast layer [Layer > New Adjustment Layer > Brightness/Contrast]
Brightness: +9
Contrast: +27

6. New Color Balance layer [layer > New Adjustment Layer > Color Balance]
Midtones: +23, 0, -15
Shadows: -9, +8, +66
Highlights: +7, -4, -5

7. New Curves layer [layer > New Adjustment layer > Curves]
RGB:
Output: 224; Input: 221;
RED:
Output: 90; Input: 74;
BLUE:
Output: 104; Input: 84;

8. Duplicate your base and drag to top. Set to Luminosity at 35%
