Posting a tutorial~ I really like the outcome of this icon I made; I hope others like it too XD
Today's tutorial goes from

Involves Selective Coloring~
1. Start with your base 8D
2. Take
this awesome texture by
frozen_mint, and set it to Multiply, 100%. I actually rotated it about 90 degrees counter-clockise Let's call this texture Texture 1
3. Take an eraser, and set its opacity to 85%. Then erase the stuff on you character, or wherever you don't want the texture to appear. In this case, I erased the parts on Morita and the butterflies.
4. Duplicate thy base, set to Color Burn, 100%
5. Take
another awesome texture, made by
almateria, and set to Exclusion, 100%. Let's call this texture Texture 2
6. Now, we Copy Merged and Paste. Press Ctrl + Shift + C to Copy Merged, then press Ctrl + V to Paste. Set this layer to Soft Light, 100%
7. Remember Texture 1?~ 8D Duplicate it and set it to Soft Light, 100%
8. Color Fill Layers! 8D Srsly, who doesn't use at least one of these? XD Go to Layer > New Fill Layer > Solid Color. Pick #e5bd89 and set to Color Burn, 70%
9. More color fill layers, hahahaha. :| Layer > New Fill Layer > Solid Color. Pick #473b4f and set to Exclusion, 70%
10. I love this step like whoah. Layer > New Fill Layer > Solid Color. Pick #4f5160 and set to Luminosity, 40%
11. Hopefully, you all remember our Copy Merged layer a while ago. Let's paste it again 8D (Ctrl + V), set to Soft Light, 100%
12. I like to recycle textures actually I'm just laaaazy So duplicate Texture 2, and set to Exclusion, 100%
13. Paste our Copy Merged layer again (yes, again D:) and set to Soft Light, 100%
14. Haaaay, Selective Coloring time~ Layer > New Adjustment Layer > Selective Color. Set to Normal, 70% Input the ff settings:
Red: -95, 0, 0, 0
Yellow: +64, +52, -44, -14
Blues: +43, -36, -75, 0
Whites: +10, 0, +14, 0
Neutrals: +31, 0, 0, 0
15. It's kinda dark. So let's fix it~ Layer > New Adjustment Layer > Brightness / Contrast Set to Normal, 100% Input the ff settings :D
Brightness: +15
Contrast: +3
16. Now, I really don't like the white cloud on top so much, so let's put a small Radial Blur. First: Copy Merged the entire thing (Ctrl + Shift + C). Paste (Ctrl + V) Then go to Filter > Blur > Radial Blur Input the ff:
Amount: 35
Blur Method: Spin
Then just fix the blur center wherever you want.
17. But since I only want the top blurred, take a soft eraser, preferrable 60 px in diameter, and erase the parts you don't want blurred.
18. Take Texture 2 again, but this time set to Screen, 100%
19. I like to add these nice, white, glowy dots. So get
this texture, by
sanami276, and set to Screen, 50%
