[What Narvin really wants to say is just "Fuck you, Rassilon." (He spends too much time with Kay. The language is starting to creep in.) But that would be unprofessional. So he sends his pre-written letter instead. He's almost grateful for Rassilon making him angry again, otherwise he's not sure he would have been able to go through with it.]

Lord Rassilon, President of the Supreme Council of Gallifrey and all her Dominions:

During my tenure as Chief Coordinator of the Celestial Intervention Agency, I have served five individuals who have called themselves President of Gallifrey. Some have been idealists, some pragmatists, some good, some bad, some fell into the post with little idea how to govern or what agenda to take up, some had pursued election to the office with vigour and possessed clear ideological goals. Five presidents, each with very different philosophies, from different ends of the political spectrum, and different degrees of competence ranging from acutely smart and decisive to blitheringly foolish. I obeyed all of these presidents. I maintained my respect for the office, if not the individual holding it. In my time as Coordinator there has been only one person-Inquisitor Darkel-whom I believed I could not serve and that was solely because I had become convinced that she was too grave a danger to Gallifrey to support, either explicitly by aiding her in her campaign or implicitly by working for her administration. She was a war criminal, a traitor, and I could not abide the thought of helping her in any way. Fortunately, she failed to win the presidency and I was never required to leave my career for the sake of my duty.

If I seem to belabour this point excessively, it is because I want you to understand that it would take extreme misdeeds and vast misconduct to make me lose my faith in the presidency. I want you to understand this so that you will know the full significance of my next few words.

Lord President, you are a tyrant. For reasons both personal and political, I cannot support your presidency any longer. Therefore, I am officially resigning from my post as Chief Coordinator of the Celestial Intervention Agency, effective immediately.

Find yourself a new lackey.

And on a more personal note, we don’t have a relationship. We’ve never had one beyond that of president and a civil servant in his administration. I had a better relationship with Romana than I did with you, and I tried to depose her. At least she only ever threatened to vaporize me. I’m not your son, adoptive, surrogate or otherwise, and if that was your attempt at fatherhood, I pity any children you might have.
