[...Rassilon sounds polite enough (at the moment, at least). And there's a part of him that *wants* to justify himself--in his own mind as well as to the outside world. And, of course, there's also the issue that Rassilon essentially holds his regenerations hostage and this question isn't (yet) something worth risking his regenerations over.]

Leela isn't the only exception, just the most notable one. There were rumours about the Doctor and some of his Companions. And one of our Commanders in the Chancellery Guard was seduced by a human woman. Not that it ever came to...[awkward cough]...but only because she ended it. And heavens knows what the students at the Academy might have got up to while it was...mixed.

I did it because I wanted to. And because, quite honestly, in the beginning I thought no one would ever find out.

That's not a good justification for going against our values. As Coordinator you can't just do whatever you feel like. You're not a student or a guard, you're Leader of the CIA and part of the Council. If no one ever would have found out, it still wouldn't have changed the fact that you turned your back on Gallifrey's values.
