These are the facts about Vermillion City's Gym Leader, Lieutenant Surge.
- He's been nicknamed "the Lightning American" for his use of Electric-type Pokemon during the war. Which war is never specified.
- Raichu is his oldest Pokemon, and one he's had since he was a kid on his Pokemon-training adventure. As such, it's also his closest companion.
- He's a sarcastic jerk who loves to cuss. Despite his outward appearance, he's actually got a heart of gold.
- Surge is definitely against the Surrogate Project, but he realizes he's in no position to move against those in charge just yet. He's on pretty good terms with most of the Kanto Gym Leaders, and has learned a good deal from Koga about the Poison-type Elite's mistakes in the past. He's not going to go charging in blindly, even if that is his preferred method of attack.
