You call yourself a pacifist, but you want your chip out. There must be a specific reason, then, one present and related to this city.
And since you're a magician of some sort, and you would have used any healing powers as leverage to get the chip taken out, it follows that your magic is used in fighting. You've said things to me in the past that also imply this.
In that case, the specific reason you want to be able to use your powers is probably a threat. It could be one of the monsters roaming the city, but the fact that you were happy about the power block negates that.
Which means that it's someone in the city that you have your eyes on--you want your powers to fight them because, or in case, they become a threat. However, if the power block is currently limiting them, that works out well for you regardless of whether or not your chip is out.

... In that case, you might want to start naming names. If he's potentially dangerous, you'll want more than one pair of eyes on him.
Another thing to keep in mind: he might be one of the top psychics in your world, but I've met at least one psychic with his chip out since I arrived. They might be able to deal with him in ways you or other non-psychic power users wouldn't.
Even if you get that chip out, there's still another block on powers overriding the removal. Just so you know.
